CBA provides Phase I and Phase II Environmental Site Assessments (ESAs). ESAs are investigations of the conditions of a property based on ASTM standard practice to identify conditions, which may impair or restrict the use of the property. It should be noted that the scope of each ESA can be modified to meet your specific requirements. An ESA provides a comprehensive scope of investigation covering items such as: inspection of the property site to identify visible signs of possible environmental liability, i.e. storage tanks, pipelines, storage barrels, transformers, depressions, wetlands, flood plains, spills, railroad siding, storage sheds, dumping, fill dirt, chemical storage, waste motor oils, etc.
General evaluation of adjacent or abutting properties to determine visual signs of possible sources of environmental liability to the subject property such as gas stations, medical imaging, dry cleaners, electroplating “NODES”, landfills, railroads, auto wrecking yards, etc.
Specific identification of surrounding properties that may have a negative environmental impact on the subject property as identified in federal, state and local regulatory databases and records. Inspection and/or testing of building exteriors to identify materials that could be a source of environmental impact such as siding, cooling towers, insulation, roofing materials, scaling paint and air conditioning units. Review of site records and other information provided by the client include such documents as the boundary survey, previous ESA reports, citations, permits, previous site use, tank closures, ect.
Inspection and/or testing of building interiors to identify possible sources of environmental liability such as asbestos floor tile, boiler insulation, textured ceilings, structure fireproofing, lead in water, air conditioning chillers, unidentified storage, radon gas, unidentified spills, chemical storage, paint shop, hydraulic elevators, laboratories, diesel/oil storage, transformers, photo processing, flammable storage, lead paint, ceiling panel/materials, etc.
Review of information obtained from regulatory agencies such as National Priority List (NPL), Fire Department, Health Department, Leaking Underground Storage Tank (LUST) List, Landfills Action Sites, RCRA List, Water Control Department, SWLF List, Toxic Release Inventory, CERCLIS, Superfunds, ERN System, OSHA, RCRIS System, TSD List, Wetland Maps, etc.
The ESA report offers a summary of conditions, conclusions, and recommendations and if required, remediation scope of work performed, overall description of the project, description of the site covering historical ownership, topography, drainage, geology, surface and ground water flows. Reports may also include descriptions of abutting/adjacent properties, identification of any hazardous conditions, description of conditions of the site and building as well as identification of hazardous materials present. Findings of the federal, state and local databases, records of communications, photographs, site plans and vicinity maps are also included in our ESA reports.
